“State social benefits are financial support guaranteed by the Constitution of the Kyrgyz Republic to low-income families and citizens, as well as to disabled citizens in the absence of the right to social protection. The following types of state benefits are established: 1) monthly allowance for citizens (families) with 3 or more children aged 3 to 16 years “uy-bulogo komok”; 2) monthly allowance for persons who are not eligible for pension provision “social benefit”. The recipient of benefits is an individual to whom benefits are paid. Compulsory social security is a system of socio–economic measures stipulated in legislation that guarantee the material security of citizens in old age, in case of disability, in case of loss of a breadwinner in the family; providing benefits to families with relatively low per capita incomes, in the absence of their right to social protection.
The amount of monthly State social benefits awarded includes information about the social benefits awarded to their recipients, including recipients living in boarding schools for the disabled. These amounts are calculated according to the personal accounts of all recipients of social benefits.
The average amount of monthly State social benefits awarded is calculated as the ratio of the total amount of monthly benefits awarded to all recipients registered with the social protection authorities to their total number.
A low-income family is a family with an income per family member below the guaranteed minimum consumption level.
Family composition - the family includes people living together who are related, who run a common household and have a common budget.
The guaranteed minimum level of consumption is a social standard established annually by the Government of the Kyrgyz Republic, calculated based on the budget and the state of the economy, taking into account the minimum consumer budget, which allows low–income families and citizens to provide a vital level of consumption through subsidies. Permanent population - the population permanently residing in the territory at the time of the census, including those temporarily absent. In the inter-census period, a current estimate of the permanent population is made based on the census data and taking into account information from the current registration of demographic events.

The following types of state benefits have been established:
• a single monthly allowance for low-income families and citizens;
• Monthly social security allowance.
Monthly social benefits are paid to the following persons:
• disabled children with cerebral palsy and children with HIV or AIDS under the age of 18;
• persons with disabilities from childhood of groups I, II and III;
• disabled persons of groups I, II and III - in the absence of the right to pension provision;
• elderly citizens - in the absence of the right to pension provision;
• heroine mothers - in the absence of the right to pension provision;
• children in case of loss of the breadwinner – in the absence of the right to pension provision.
