The Ombudsman (Akyykatchy) considers applications and complaints from citizens of the Kyrgyz Republic, foreigners and stateless persons staying in the Kyrgyz Republic or their representatives, non-governmental organizations concerning decisions or actions (inaction) of state and local government bodies, state and non-governmental organizations, institutions, enterprises, officials, civil servants violating the rights and freedoms of citizens of the Kyrgyz Republic. human and civil liberties established by the legislation of the Kyrgyz Republic, international treaties and agreements, of which the Kyrgyz Republic is a participant. In 2019, 3,923 written appeals were received from citizens of the republic and from citizens of foreign countries addressed to the Akyikatchy (Ombudsman), of which 2,595 (66.1%) were sent to the Central Office of the Akyikatchy (Ombudsman) Of the Kyrgyz Republic. Among them, 220 (5.6%) are collective, signed by 1,784 people. In addition, 5,441 people received appropriate oral explanations, legal advice, and recommendations on which authorities they should contact to resolve the issue. The total number of citizens who applied in 2019 was 11 thousand 148 people.
