The proportion of people employed in political, special and administrative positions in government institutions is calculated in relation to the number of civil servants in government bodies.

“A state civil servant (hereinafter referred to as an employee) is a citizen of the Kyrgyz Republic who holds an administrative position in a state body, carries out professional official activities on a permanent basis for monetary remuneration from the republican budget to implement the powers granted by the position and is responsible for their execution.
A public office is a position provided for by the Constitution and other normative legal acts, or a position established in accordance with the procedure established by the legislation of the Kyrgyz Republic (hereinafter referred to as the legislation) as a staff unit of a state body with a defined range of duties for the person holding it to fulfill and ensure the powers of this body. Government positions are divided into political, special and administrative ones.;

• a political government position is a position in which a person exercises authority and makes policy-making decisions aimed at implementing political programs and projects, and is responsible for the implementation of set political goals and objectives within the framework of the powers established by the Constitution and other regulatory legal acts.;
• a special government position is a position in the process of replacing which a person exercises authority to make decisions and perform actions of a supervisory, judicial or other special nature that are not related to the adoption of policy-making decisions.;
• administrative state position is a position established as a staff unit of a state body with a set amount of authority and responsibility, created to implement the tasks and functions of a state body.”

Data collection is carried out in the form of state statistical reporting No. 1-GOS (brief). The form is represented by independent (having the right of a legal entity) institutions and organizations registered in the Unified State Register of Legal Entities as public administration bodies. Government bodies after the reporting year on paper - to the territorial statistical bodies at their location or in electronic format - to the National Statistical Committee of the Kyrgyz Republic. Data is collected on an annual basis.
