Education is a priority strategic direction of the state policy of the Kyrgyz Republic.Education in the Kyrgyz Republic is based on the principles proclaimed in international treaties and covenants, in the Universal Declaration of Human Rights, on the principles of democracy and humanistic values of the people, world culture. The basic principles of the organization of education are: - equality of the rights of all citizens of the Kyrgyz Republic to receive quality education; - the obligation and free of charge for every citizen to receive primary, basic general and secondary general education in state and municipal educational institutions; - consistency and continuity of the educational process; etc.In the late 90s, most regions of the republic experienced a decrease in pre-school enrollment. The reasons for this are the closure of preschool institutions, a decrease in family incomes and an increase in direct tuition costs, which affected, first of all, children from low–income families and families living in rural areas.

The educational enrolment ratio (gross enrolment ratio) is defined as the ratio of the number of children, regardless of age, enrolled in a certain level of education to the total number of children in the appropriate age group, which is set for this level of education.The net enrollment rate is defined as the ratio of the number of children in the official age group enrolled in a certain level of education to the total number of children in the corresponding age group, which is set for this level of education.

Comments and limitations |
According to the data analysis, every fourth child attends kindergarten, the Law on Education states that every citizen of the Kyrgyz Republic has the right to education regardless of gender, nationality, language, social and property status, limited health opportunities, type and nature of occupation, religion, political and religious beliefs, place of residence and other circumstances.
