A citizen of the Kyrgyz Republic has the right to education regardless of gender, nationality, language, social and property status, limited health opportunities, type and nature of occupation, religion, political and religious beliefs, place of residence and other circumstances.Citizens of other States and stateless persons on the territory of the Kyrgyz Republic receive education in accordance with the legislation of the Kyrgyz Republic. (As amended by the Law of the Kyrgyz Republic dated December 29, 2011 No. 255).Education is a priority strategic direction of the state policy of the Kyrgyz Republic.Education in the Kyrgyz Republic is based on the principles proclaimed in international treaties and covenants, in the Universal Declaration of Human Rights, on the principles of democracy and humanistic values of the people, world culture.Educational organization of primary vocational education (vocational schools, lyceums) – an organization that implements professional programs aimed at training skilled workers (workers, employees) in various areas of work. The training of qualified personnel is carried out on the basis of basic general education and is combined with general secondary education. Primary vocational education in certain professions may be based on general secondary education with shorter study periods.Primary vocational education programs are implemented in educational institutions of primary vocational education. Persons who have completed their studies in the primary vocational education program are qualified by profession.An educational organization of secondary vocational education (secondary vocational educational institution) is an organization that implements professional educational programs of secondary vocational education. These include: college, technical school. Educational organizations of secondary vocational education may have branches, departments, preparatory courses, and other structural units.
Persons who have successfully completed secondary vocational education programs are awarded qualifications in the relevant specialty in accordance with the national qualifications system. Secondary vocational education programs are implemented in educational institutions of secondary vocational and higher vocational education.
An educational organization of higher professional education (higher professional educational institution) is an organization that has the status of a legal entity and implements professional educational programs of higher professional education. Higher education is provided in the following types of educational institutions: university, academy, institute, college. Educational organizations of higher professional education may have branches, faculties, departments, preparatory departments, research laboratories, postgraduate studies, doctoral studies, and other structural units.Persons with secondary vocational education of the appropriate profile can receive higher professional education through accelerated programs. Persons with higher professional education can receive a second and third higher professional education under accelerated programs. The list of areas and specialties of higher professional education, the regulatory deadlines for the development of programs, and the procedure for their implementation are determined by state educational standards. Access to higher professional education is possible if you have a certificate of secondary general education, a diploma of secondary vocational education, or a diploma of higher professional education (if you receive a second, third, and so on higher education).
