Based on the existing intergovernmental and interdepartmental agreements on cooperation in the field of education between the Kyrgyz Republic and partner countries, annual allocation of places for education of Kyrgyz citizens in foreign universities is carried out. 1. The Russian Federation Under the Agreement between the Government of the Kyrgyz Republic and the Government of the Russian Federation on cooperation in the field of higher education ( Moscow, March 29, 1996) budgetary places in universities of the Russian Federation (up to 400 places) are allocated annually for citizens of the Kyrgyz Republic.
Since 2014, in accordance with the decision of the Russian side, the Rossotrudnichestvo Representative Office in the Kyrgyz Republic has been receiving documents, selecting candidates and sending their documents. 2. The Republic of Kazakhstan, as part of the Agreement between the Government of the Kyrgyz Republic and the Government of the Republic of Kazakhstan on cooperation in the field of education (Astana, July 4, 2006), annually allocates 5 budget places in universities in Kazakhstan for citizens of the Kyrgyz Republic.
- Republic of Belarus The agreement between the Government of the Kyrgyz Republic and the Government of the Republic of Belarus on cooperation in the field of education and science (dated November 27, 2006) provides for the annual allocation of up to 10 budgetary places in higher education institutions of the parties for bachelor’s/specialist’s degree, Master’s degree, postgraduate, doctoral, advanced training courses and internships. 4. The People’s Republic of China On the basis of an Agreement between the Ministry of Education and Science of the Kyrgyz Republic and the Ministry of Education and Science of the People’s Republic of China on cooperation in the field of education ( Beijing, December 16, 2015) and the Agreement between the Governments of the member States of the Shanghai Cooperation Organization on cooperation in the field of education (Shanghai, June 15, 2006), the Chinese side annually allocates places for citizens of the Kyrgyz Republic, while the total number of Kyrgyz students who study at universities in the People’s Republic of China, through the aforementioned agreements, should not be exceed 60 people, including those already enrolled and newly enrolled (20 people under the interdepartmental Agreement and 40 people under the SCO Agreement).. 5. Hungary Within the framework of the Agreement between the Ministry of Education and Science of the Kyrgyz Republic and the Ministry of Human Resources of Hungary on cooperation in the field of education and science (New York, September 21, 2016), it is planned to allocate 25 budget places for education of citizens of the Kyrgyz Republic in Hungarian universities for bachelor’s, master’s and doctoral programs. 6. Tajikistan, under the Agreement between the Ministry of Education and Science of the Kyrgyz Republic and the Ministry of Education of the Republic of Tajikistan (dated March 15, 2007), up to 50 budget places are allocated annually for citizens of the Kyrgyz Republic.

Intergovernmental and interdepartmental agreements on cooperation in the field of education are international agreements concluded between the Kyrgyz Republic and one or more states and defining the order of relations between the Parties in the field of education. The parties are States parties to an international treaty. Quotas are budget places allocated for the education of citizens of one Party in universities of the other Party, and at the expense of the other Party. The receiving party is a foreign state that allocates quotas in its higher education institutions for the education of citizens of the Kyrgyz Republic. The sending party is the Kyrgyz Republic. Target indicators are the number of quotas allocated to citizens of the Kyrgyz Republic in universities of foreign countries within the framework of intergovernmental and international agreements. The actual figures are the number of citizens of the Kyrgyz Republic actually enrolled in universities in foreign countries within the framework of intergovernmental and international agreements.

Rationale and interpretation |
When drafting international agreements on cooperation in the field of education, the Parties set the quota size based on the budget capabilities of each of the Parties. At the same time, the allocation of quotas for higher education in the Parties is most often carried out on a parity basis.

The planned indicators are calculated by the Receiving Party based on the capabilities of the Receiving Party’s budget.

One of the limitations of planned and actual indicators is their annual changes and updates.

The data can be validated through the Embassies of the Kyrgyz Republic located on the territory of the Receiving Parties, as well as through the Ministry of Foreign Affairs of the Kyrgyz Republic.

The planned indicators are fixed in international agreements on cooperation in the field of education and posted on the website of the Toktom information and legal system and on the website of the Ministry of Justice of the Kyrgyz Republic (toktom.kg minjust.gov.kg). The actual figures are published on the website of the Ministry of Education and Science of the Kyrgyz Republic. The data has been available since 2017.
